When does Mello-Roos end in Del Sur?

A Del Sur Mello-Roos levy ends when the bonds it services are retired, and the remaining term is set in the formation documents for the specific district rather than being a single Del Sur-wide date. Is Del Sur hotter than the coast?

Del Sur sits inland of the coastal ridgelines, and summer afternoons there run warmer than Del Mar or Carmel Valley while the marine layer clears earlier in the day.
