Mello-Roos in Solana Beach: what it costs

Solana Beach’s three community facilities districts are the Solana Beach School District’s, and none of their parcels is inside the city: CFD 99-1 and 2004-1 levy $1,188.14 to $4,848.05 a year on homes in Pacific Highlands Ranch, and CFD 2000-1 levies $803.12 to $1,632.16 at The Crosby in Rancho Santa Fe. A home in Solana Beach proper carries no Mello-Roos line.

How much is Mello-Roos in Solana Beach?

Solana Beach itself has no Mello-Roos: the three districts named for the Solana Beach School District levy on homes east of Interstate 5, where a Pacific Highlands Ranch home first taxed in FY 2020-21 pays $2,160.26 a year to CFD 99-1, a Pacific Highlands Ranch home of 2,500 sq ft or less pays $2,477.08 on the administrator’s FY 2024-25 class average to CFD 2004-1, and a home of 3,500 sq ft or less at The Crosby pays $803.12 to CFD 2000-1.

The rates are fixed, not escalating. In CFD 99-1 each home’s rate was set by the year it became developed property and never rises: $1,188.14 for the 2001-02 cohort, $2,058.36 for 2018-19, $2,160.26 for 2020-21 (the largest cohort, 290 of 1,300 units) and $2,942.00 for homes first taxed in 2024-25; attached homes pay $358.62 to $888.02. CFD 2004-1 works the same way with three size classes: its FY 2024-25 class averages were $2,477.08 up to 2,500 sq ft, $3,628.71 for 2,501–2,900 sq ft and $4,848.05 above that, and a 2006-07 home in the smallest class pays $2,278.68. CFD 2000-1 has seven size classes from $803.12 to $1,632.16 and has not changed since FY 2019-20.

When does Solana Beach School District Mello-Roos end?

The Solana Beach School District’s districts end on three different dates: CFD 99-1 in FY 2039-40 at the latest, with its bonds maturing September 1, 2040; CFD 2000-1 in FY 2036-37, when its 2020 lease-purchase financing is paid off; and CFD 2004-1 in FY 2045-46 at the latest, its refunded bonds maturing September 1, 2042.

The administrator’s lookup states the final levy year per parcel: 2039 for CFD 99-1, 2036 for CFD 2000-1 and 2045 for CFD 2004-1. Balances: CFD 99-1 had $2,670,000 outstanding on June 30, 2024; CFD 2004-1 had $19,870,000 after its 2012 bonds were refunded in December 2023; CFD 2000-1 owed $5,162,096.88 on its financing as of November 2024. Because developed-property rates in these districts do not increase, the bill a buyer inherits is the bill the seller paid, for as many years as remain.

Which homes pay the Solana Beach School District's Mello-Roos?

Solana Beach School District’s CFD 99-1 covers Pacific Highlands Ranch east of El Camino Real and north of Black Mountain Road; CFD 2004-1 covers Pacific Highlands Ranch northeast of Del Mar Heights Road and Carmel Valley Road; and CFD 2000-1 covers The Crosby at Rancho Santa Fe, unincorporated county south of Del Dios Highway — all inside the school district’s boundary and all outside the city of Solana Beach.

The school district reaches far inland, and the districts financed its classrooms out there, including Solana Santa Fe Elementary near The Crosby. A buyer in the city’s own 92075 neighborhoods — the Cedros district, Lomas Santa Fe, the bluff-top streets — will not find any of these lines on the bill, and the Solana Beach guide covers the costs that do apply there.
