Mello-Roos in Santee: what it costs

Santee’s Mello-Roos is confined to 425 homes. The 415-home Weston development pays two City of Santee districts in FY 2026-27 — CFD 2017-1 for infrastructure, $1,048.54 to $1,615.44 a parcel, and CFD 2017-2 for municipal services, a flat $401.76 — and the ten homes of El Nopal Estates II pay $214.90 to a storm-water maintenance district. Every other Santee address carries none.

How much is Mello-Roos in Santee?

Santee levies Mello-Roos on 425 parcels in FY 2026-27: a Weston home pays CFD 2017-1 at one of eight amounts between $1,048.54 and $1,615.44 — $1,291.50 is the most common, on 115 of the 415 parcels — plus a flat $401.76 to CFD 2017-2, so $1,450.30 to $2,017.20 in total; the ten homes of El Nopal Estates II pay $214.90 to CFD 2015-1 Zone 1.

The city council sets the Weston levies each June by resolution, with the parcel-by-parcel amounts in an exhibit, and the totals are $534,433.08 for CFD 2017-1 and $166,730.40 for CFD 2017-2 this year. The infrastructure levy may not exceed the maximum rates in Ordinance No. 548, whose schedule is not posted online; the eight amounts on the roll suggest classes by home size. El Nopal Estates II’s levy was $206.92 in FY 2025-26 and rises each year by the greater of the San Diego consumer price index or 2 percent.

Nothing else in Santee is in a community facilities district: the county’s active list carries exactly these three lines for the city, and the city’s own CFD sheet confirms no parcel has annexed into CFD 2015-1 since it was formed in November 2015. When does Santee Mello-Roos end?

Santee’s two services districts do not end: CFD 2015-1 “may be levied indefinitely” in the city’s own words, and CFD 2017-2 funds ongoing municipal services for Weston with no sunset in its levy resolution; CFD 2017-1, the infrastructure district, is the one with a finite term, and its bond schedule and final year are not in any document the city has posted.

That gap is worth a phone call before an offer on a Weston home: the city’s finance department administers all three districts and can state the remaining term of CFD 2017-1, which the tax bill’s line item will not. Expect the $401.76 services line to continue for as long as the home stands, rising by whatever escalator its ordinance allows.

Which Santee homes have Mello-Roos?

Santee’s community facilities districts cover the Weston development — 415 homes along Weston Road, Mast Boulevard and Medina Drive, in CFD 2017-1 and 2017-2 — and the ten homes of El Nopal Estates II in CFD 2015-1 Zone 1; the rest of the city, including the newer Walker Trails tract and everything built before 2015, has none.

The distinction matters because Santee’s price advantage over the coast is partly this: the same list price carries a lower monthly cost when no special-tax line sits on top of it, and only one tract in the city has one. Districts are formed before the first home in a tract sells, so any future Santee district would appear on the bill from the first owner onward.

The authoritative figure is the line item on the property tax bill, which names the district and gives a contact number. Figures above are the administrators’ published rates for fiscal year 2026-27, retrieved 2026-09-08; most districts escalate annually, so next year’s bill will be higher by the stated percentage.
