Mello-Roos in Menifee: what it costs

Menifee’s Mello-Roos comes in three kinds, and the city’s FY 2024-25 reports price each: the four original services districts (Audie Murphy Ranch $1,054.29 a home, Hidden Hills $626.06), the citywide maintenance zones ($252.95 in Heritage Lake to $1,791.76 in Sponseller), and the bond districts for the newest tracts ($2,603.25 to $4,862.34 by tract and size, ending between FY 2059-60 and 2065-66) — with the school districts on top: Menifee Union’s Audie Murphy Ranch districts ran $1,859.10 to $4,192.90 in FY 2022-23. Sun City carries none.
How much is Mello-Roos in Menifee?
Menifee prices by district type: the four original districts are flat services levies — $1,054.29 a home in Audie Murphy Ranch (CFD 2012-1, levied on 2,356 homes at 99.62 percent of the maximum in FY 2024-25) and $626.06 in Hidden Hills (CFD 2012-2) — the citywide maintenance district CFD 2015-2 charges by zone, from $252.95 in Heritage Lake (Zone 12, 743 parcels) and $336.50 in Mosaic to $1,162.77 in Zone 1 and $1,791.76 in Sponseller, and the bond districts for the newest tracts charge by home size: $2,603.25 to $3,947.63 in McCall Mesa (CFD 2020-1), $2,723.40 to $3,077.35 in Meadow Run, $3,163.46 to $3,962.55 in Sumac Ridge, $2,893.35 to $4,038.83 in Quartz Ranch and $2,646.90 to $4,862.34 in Rockport Ranch.
CFD 2017-1 adds a maintenance zone to most of those tracts: Town Center $206.38, Newport and Briggs $595.27, Meadow Run $724.19, Banner Park $808.45, Sagewood $843.23, Oak Hills $843.44, the Cimarron Ridge site $1,020.61 to $1,236.41, Enclave $1,085.68, McCall Mesa $1,090.63, Del Oro $1,163.49 and Sumac Ridge $1,271.45. The school layers sit on top: Menifee Union’s CFD 2011-1 for Audie Murphy Ranch ran $1,859.10 to $4,192.90 across its seven improvement areas in FY 2022-23, rising 2 percent a year, and its CFD 2014-3 $1,731.44 to $2,859.32; Romoland School District’s CFD 2004-1 for Heritage Lake levied $3,658,556.74, $2,152,467.38 and $3,174,104.90 across its areas in FY 2024-25 with no per-home figure posted; Perris Union High’s district-wide CFD 92-1 publishes no per-unit rate but charges new homes a one-time $1.3989 per square foot.
Stacked, from the city’s and the school district’s own figures: a 2,301–2,500 sq ft Audie Murphy Ranch home pays $1,054.29 plus $2,616.20 (Menifee Union Improvement Area 1, Zone A), $3,670.49 before the high-school district; a 2,401–2,700 sq ft McCall Mesa home pays $3,100.09 plus $1,090.63, $4,190.72 in city lines alone; a Cimarron Ridge Zone 1 home of 2,501–2,700 sq ft pays $932.28 plus $1,236.41, $2,168.69, before its bonds are issued. When does Menifee Mello-Roos end?
Menifee’s services and maintenance districts never end — the four original districts, the citywide CFD 2015-2 and CFD 2017-1 are re-levied yearly with a consumer-price escalator floored at 2 percent, capped at 6 for the 2012 districts, and 4.25 percent applied in FY 2024-25 — while each bond district’s rate and method sets a last year: Meadow Run FY 2059-60, Del Oro FY 2060-61, Sumac Ridge FY 2061-62, McCall Mesa, Banner Park, Quartz Ranch, McLaughlin Village and Legado FY 2064-65, Rockport Ranch and Cimarron Ridge FY 2065-66.
The bonds behind those dates, outstanding on September 30, 2024: Meadow Run $2,695,000 (Series 2022, maturing 2051); McCall Mesa $11,100,000 (2022A, 2051) and $3,580,000 (2023A, 2053); Del Oro $2,615,000 (2052); Banner Park $5,325,000 and $6,435,000 (2052 and 2053); Sumac Ridge $10,050,000 (2053); Quartz Ranch $11,505,000 and $9,465,000 (2053 and 2054); Rockport Ranch $17,275,000 (Series 2024, 2055). McLaughlin Village, Legado and Cimarron Ridge have no bonds yet, so their levies are set but the debt is still to come. Menifee Union’s Audie Murphy Ranch areas carry $6,590,000 to $22,580,000 each and may be levied five fiscal years past their last bond, never after FY 2071-72; Riverside County’s CFD 03-1 on Newport Road runs to September 1, 2030.
Which Menifee homes pay which Mello-Roos?
Menifee’s districts are drawn by tract: Audie Murphy Ranch west of I-215 (2,364 parcels) pays CFD 2012-1 and Menifee Union’s CFD 2011-1; Hidden Hills at Murrieta, Craig, Evans and Daniel Roads pays CFD 2012-2; Heritage Lake pays CFD 2015-2 Zone 12 and Romoland School District’s CFD 2004-1; the tracts built since 2019 — Meadow Run, McCall Mesa, Del Oro, Banner Park, Sumac Ridge, Quartz Ranch, McLaughlin Village, Legado, Rockport Ranch and Cimarron Ridge — each pay their own bond district plus a CFD 2015-2 or 2017-1 maintenance zone; and Sun City carries no district or zone at all, only county service areas.
Two more lines to know: Riverside County’s CFD 03-1 covers 4,497 detached parcels east of Menifee Road along Newport Road ($1,043,304 in total in FY 2024-25), and Menifee Union’s CFD 2003-2, called The Lakes in its reports ($782.60 to $1,023.40 in Area B in FY 2022-23, running to FY 2055-56), appears to be Menifee Lakes’ district, which the bill will confirm. Talavera pays Zone 7 ($854.19) and Romoland’s CFD 2016-2; Underwood pays Zone 20 ($1,200.40) and Romoland’s CFD 2017-1. A Mello-Roos amount is specific to the parcel, not the neighborhood: it varies by district, improvement area and the phase a home was built in. The authoritative figure is the line item on the property tax bill, which names the district and gives a contact number. Figures above are the administrators’ published rates for fiscal year 2024-25, retrieved 2026-09-08; most districts escalate annually, so next year’s bill will be higher by the stated percentage.
