Is Poway part of San Diego like Scripps Ranch is?
Poway is its own incorporated city with its own council and its own municipal code, while Scripps Ranch is a community of the City of San Diego. A San Diego rule — a community plan, a citywide overlay — does not reach a Poway parcel.
