Which school districts serve Carmel Valley and Rancho Peñasquitos?
Rancho Peñasquitos is served by Poway Unified School District. Carmel Valley is not: it splits between Del Mar Union for the elementary years and San Dieguito Union for the high school years, and which applies is boundary-dependent within the community.
So the two sides of this comparison fail in different ways. A Rancho Peñasquitos buyer needs one district confirmed; a Carmel Valley buyer needs two, and the elementary boundary runs inside the community rather than around it. Both carry City of San Diego addresses, which is exactly why neither district can be inferred from the mailing address.

Do Carmel Valley or Rancho Peñasquitos carry Mello-Roos?
No district in the County Auditor’s active FY 2025-26 list is named for either Carmel Valley or Rancho Peñasquitos. On this site that is recorded as a statement about district names rather than as a clean negative for every parcel, and here the distinction has teeth.
Poway Unified numbers its districts instead of naming them for communities, and its CFD No. 10 report places that district in Torrey Highlands, on the Carmel Valley side of the comparison.
