Why is Mello-Roos so different between Carlsbad and San Marcos?
San Marcos carries 91 active community facilities districts in the County Auditor’s FY 2025-26 list, more than any other city in San Diego County. Carlsbad carries two named districts, with school district CFDs reaching particular developments on top of them.
The reason is when each city built. Most of San Marcos’s growth is master-planned construction from 1998 onward, and the city financed it through districts rather than through general funds — most of the 91 are numbered improvement areas inside one district, CFD 98-02. Carlsbad’s stock spans a much longer period, so a majority of it predates that financing model entirely.

What else separates Carlsbad from San Marcos?
Carlsbad has Coastal Zone frontage and San Marcos has none, which changes who permits work near the water and adds a layer San Marcos addresses never encounter. Schools split too: San Marcos Unified is a single district covering K-12, while a Carlsbad address can fall into any of three.
One consequence runs against the usual assumption. Because San Marcos Unified’s boundary crosses the city line, part of Carlsbad is inside it — Rancho Carrillo pays a San Marcos Unified district — so “Carlsbad schools” is not a boundary.
