Does Carlsbad or Encinitas have more Mello-Roos?
Encinitas has exactly one active community facilities district in the County Auditor’s FY 2025-26 list — the Encinitas Ranch district — and most of the city’s housing predates CFD formation and carries none. Carlsbad’s coverage is uneven across its four ZIP codes, which makes it a tract-by-tract question rather than a citywide one.
The county roll places Aviara in the school district’s CFD 1 and Bressi Ranch in its CFD 3; Robertson Ranch and Quarry Creek sit in CFD 5; and Rancho Carrillo pays San Marcos Unified’s CFD 5 instead, because a school district boundary does not stop at a city line. So in Carlsbad the useful question names the development, not the city.

How do school districts differ between Carlsbad and Encinitas?
Carlsbad addresses can fall into three separate school districts depending on the street. Encinitas splits differently: Encinitas Union runs kindergarten through sixth across most of the city, Cardiff-by-the-Sea has its own K-6 district, and San Dieguito Union takes grades seven to twelve for all of it.
Both cities therefore need an address-level check rather than a city-level assumption, but they fail differently. In Carlsbad the risk is assuming Carlsbad Unified; the Carlsbad guide covers where the boundaries run. In Encinitas the risk is assuming Encinitas Union, which is wrong for Cardiff.
