What makes a parcel of land in San Marcos buildable?
Whether a San Marcos parcel can be built on comes down to five things, and the listing price tells you about none of them: legal access to a public road, a water and sewer connection or an approved alternative, a slope the city will let you grade, the fire hazard severity zone it sits in, and the zoning and General Plan designation the city has assigned it. A parcel can be genuinely cheap and genuinely unbuildable at the same time.
Work them in that order, because they get more expensive to answer as you go. Access and utilities are questions you can ask before spending anything. Slope, soils and percolation need a consultant on the dirt. Do not reverse the sequence and pay for a soils report on a parcel that turns out to be landlocked.
Nothing here is a substitute for the city's own answer on a specific APN. The point of the list is that you know which questions to put to them.
Who provides water and sewer to land in San Marcos?
The Vallecitos Water District, which supplies water, wastewater and recycled water across a 45-square-mile area of northwest San Diego County covering the City of San Marcos, Lake San Marcos and parts of Carlsbad, Escondido and Vista. It was founded in 1955 as the San Marcos County Water District and took its present name in 1989. Being inside the district is not the same as having a connection at the property line.
That distinction is the one that costs money. A vacant parcel inside the service area may still need main extension, and the cost of running pipe to a parcel is borne by whoever wants the connection. Ask Vallecitos Engineering two specific questions before you write an offer: how far is the nearest water and sewer main from this APN, and what capacity fees would apply. Does vacant land in San Marcos carry Mello-Roos?
Vacant land in San Marcos can carry Mello-Roos, and San Marcos is the city in San Diego County where that matters most: the County Auditor's active FY 2025-26 list carries 91 community facilities districts for San Marcos, more than anywhere else in the county. Most are individually numbered improvement areas within CFD 98-02, so whether a given parcel is inside one is a question about that parcel, not about the city.
A special tax on undeveloped land is often levied at a different rate than on the finished home, and it can change once the parcel is built on. That makes it a carrying cost while you hold the land and a different carrying cost afterwards, and both belong in the arithmetic before you buy.

How does fire hazard zoning affect building on San Marcos land?
A San Marcos parcel in a Very High Fire Hazard Severity Zone is still buildable, but it is a more expensive build and a harder insurance problem. California's Chapter 7A construction standards apply to new homes in those zones, defensible-space clearance is required around the structure, and carriers price hillside parcels on the wildland edge very differently from parcels on the valley floor.
Check the zone before you check anything else about the build, because it changes the budget rather than merely adding a condition. CAL FIRE publishes the severity zone maps and the city applies them; the answer is per parcel and the city can confirm it for an APN.
Then check what it means for cover. If the standard market declines the parcel, the fallback is the California FAIR Plan, and what that does and does not pay for is set out in our FAIR Plan notes. Confirm insurability before removing a contingency, not after.
Can I get a mortgage on land in San Marcos?
Not with an ordinary mortgage. Raw land in San Marcos does not qualify for the conventional, FHA or VA financing that a house does, so a land purchase here is usually cash, a land loan from a local or portfolio lender at a shorter term and a larger deposit, or a construction loan that funds the land and the build together. That is the single biggest practical difference between buying land and buying a home in San Marcos.
It changes how you write the offer as well as how you pay. A land purchase leans harder on the feasibility period than on the loan contingency, because the risk you are managing is whether the parcel works, not whether the loan funds. Give yourself enough days to get answers from the city, the water district and a soils consultant, and make the deposit release track those answers.
Talk to a lender who writes land and construction loans in North County before you shop, so you know your actual budget rather than a house-shaped guess at it.
